Lawyers in Dorset have warned that new a bill introduced to Parliament represents one of the most significant shake-ups of the private rental sector in generations.

Landlords and letting agents are being urged to prepare for the shockwaves from sweeping reforms in the Renters’ Rights Bill.

The new government has published the legislation – including a ban on so-called ‘no-fault evictions’ – for debate by MPs and peers.

Senior associate Conor Maher, of 178-strong regional law firm Ellis Jones Solicitors, said:

“The Renters’ Rights Bill represents one of the most significant overhauls of the private rental sector in generations.

“For landlords and letting agents, it brings both challenges and new responsibilities that will have a direct impact on how tenancies are managed.

“While the reforms are aimed at increasing tenant protections, they also require landlords and agents to adapt their practices.”

Measures set out in the bill include:

• Abolition of Section 21 ‘no-fault’ evictions – protects tenants but could lead to court delays for evictions
  
  
• Banning of rental bidding wars – no accepting offers above listed rent but could push landlords to short-term Airbnb lets
  
  
• Restrictions on rent increases – once per year, requiring landlords to be more strategic in rent setting at start of tenancies
  
  
• Pets – tenants allowed to ask to have pet in property but landlords able to ask for pet insurance to cover potential damages
  
  
• Enforcement and penalties - Local councils given greater enforcement powers, with ability to fine landlords up to £7,000 for breaches

Conor said:

“To navigate these changes effectively, landlords and letting agents need to stay informed, review their current practices, and prepare for a more regulated rental market.

“This might involve revisiting tenancy agreements, adjusting rent-setting strategies, and ensuring properties meet the new legal standards. 

“By preparing now, they can ensure a smoother transition and continue to operate successfully in a shifting market.”
