To help avoid confusion: the grace period is no longer available, and compliance is now mandatory for all heavy goods vehicles (HGVs) to continue operations in the regulated areas without incurring fines.
The Costs of Non-Compliance
Some fleet operators have questioned whether they can take the risk of delaying installation of the Progressive Safe System, thinking that spot checks might allow them to operate undetected. However, relying on a low chance of spot checks is risky, as ANPR (Automatic Number Plate Recognition) cameras provide surveillance in most of the Greater London area, meaning the likelihood of evading penalties is extremely low. Operators have also asked if existing ultra-sonic detectors used as part of the original DVS on the blind side satisfy the BSIS requirement from the new specification. The answer is NO, you need to replace the existing blind spot sensor with either Radar or AI based sensors. Non-compliant vehicles can incur fines of up to £550 per day (with a £275 discount for early payment within 14 days), so acting now can prevent costly fines.
