If you manage a fleet of HGVs, you are likely familiar with the Direct Vision Standard (DVS). However, with significant changes coming into effect this year, it’s vital to ensure your fleet is prepared. From 28th October 2024, new requirements under the DVS will apply to HGVs above 12 tonnes entering Greater London.
Talking to several fleets this year, we understand the pressures that fleet operators face—whether it’s the constraints of budget, resource, technical expertise or time.
These challenges can make it difficult to get the Progressive Safe System fitted to your vehicles in time for the deadline. With some fleets sweeping the matter underneath the carpet or pushing it back as far as they can.
Concerns raised by organisations such as the Road Haulage Association RHA and Logistics UK and consultation by Transport For London (TFL), TfL introduced a grace period to give operators more time to comply.
The Grace Period: What You Need to Know
If you’re not ready for the October deadline, TfL has granted a grace period running from 28th October 2024 to 4th May 2025. This grace period is not automatic, and fleet operators must act to ensure their vehicles are compliant and avoid fines.
To take advantage of this grace period, fleet operators must book installation before the deadline and provide evidence of this to TfL. Written confirmation from your installer or an order form for the Progressive Safe System will be required. Without these steps, the grace period will not apply.
Remember that each vehicle in your fleet must be processed individually, and you’ll need a London Road User Charging account to apply for the grace period.
It’s crucial not to leave this process until the last few weeks, as demand for equipment and installers will significantly increase as the deadline approaches and could lead equipment shortages and fully booked installers.
Differences Between the Safe System and Progressive Safe System
For those who already have the Safe System installed, it’s essential to understand the differences between the current system and the Progressive Safe System being introduced. The specifications have evolved, meaning some existing equipment may no longer meet the updated standards. You may need to upgrade or replace certain components to ensure your vehicles are compliant under the new rules.
Seeking professional guidance is crucial, as experts can help determine what needs to be changed and what can remain from your current system.
Penalties for Non-Compliance
Penalties for non-compliance can be steep, with fines reaching up to £550 per day. If paid within 14 days, this may be reduced to £275. For fleet operators making frequent trips into Greater London, these costs can quickly escalate.
Why You Should Act Now
Acting early is essential, as waiting until the last few weeks of October or April could lead to challenges in securing compliant equipment and booking installation appointments. The demand for DVS-compliant kits is expected to surge as the deadline approaches, and many installers are already fully booked. If you leave it too late, you may find yourself struggling to secure the equipment and service you need, leading to non-compliance penalties.
Seek Expert Guidance
Transitioning to the Progressive Safe System can be complex, especially when deciding between technologies like AI camera systems and radar systems. It’s essential to seek expert advice to understand the advantages and limitations of each. A professional installer can also help assess your current Safe System setup and guide you on what equipment needs upgrading.
